MR. PEEL moved the second reading of this Bill.

MR. PEEL

said, that hitherto when any extraordinary expenditure had taken place the amount was paid out of the surplus Votes. It was proposed to continue the practice, but to make the charge temporary and not final, and in the next Session to take a specific Vote to cover the advance.
