§ MR. MILNER GIBSONI am not aware, Sir, that Her Majesty's Government have entered into any negotiations with any parties in this country relative to telegraphic communication between England and America. The American Government have expressed, in general terms, a wish that, by some means or other, a telegraphic communication should be established between England and America; but no distinct proposal has been made on the subject, and therefore no negotiations have been entered into with any foreign Governments with reference to such communication.
