HC Deb 07 April 1862 vol 166 c636

said, he would beg to ask the First Lord of the Treasury, Whether it is the intention of the Government to propose a Vote for a National Memorial to the memory of his Royal Highness the late Prince Consort?

Sir, I hope the hon. Member will not think that I mean the least discourtesy to him if I say, in general terms, that it is not the habit of the Government of the day to announce beforehand intentions which they are not at the moment prepared to specify. When they have a proposal to make, and not before, is the time for announcing it to the House.
