said, he would beg to ask the Secretary of State for Foreign Affairs, Whether any official intimation has been received at the Foreign Office of the appropriation by the new Mexican Government of 50 per cent. or any other proportion of the customs duties or revenues to the payment of the debts due to the holders of the State Bonds?

LORD JOHN RUSSELL

said, he had nothing to add to what he stated the other day on the subject of an appropriation by the Mexican Government towards the payment of the debts due to British creditors. The Government had no account of any commercial Convention having been concluded between the British Chargé 'd Affaires in Mexico and the present Government. A new President was, however, about to be elected, and it was only fair to conclude that the Convention made with the last Government would be carried into effect.
