said, he wished to ask the noble Lord a question with reference to China, Whether it is true that a Telegraphic Despatch has been sent out to stop the Chinese expedition till the arrival of Lord Elgin. If the rumour to that effect were correct, the expedition would be delayed till the month of July, the most unfavourable season of the year for naval operations, and a very short space of time would be left when operations could be conducted at all.
