§ MR. PAULL,in moving the second reading of this Bill, said, that its object was to amend the existing law by bringing within its operation offences which happened through what appeared to be a mere inadvertence to be omitted from its provisions. The defect had been discovered in the course of a recent trial in Wales, for a malicious injury to the machinery of a mine, and the present measure was proposed in accordance with the views of the Judge who had presided at that trial.
