MR. BOWYER

said, that seeing the noble Viscount at the head of the Government in his place, he would beg to ask him a Question which he had intended putting to the noble Lord the Secretary of State for Foreign Affairs, although he had not given any notice of it. He wished to know whether Lord Cowley has forwarded to Her Majesty's Government a Copy of a very important Note sent by the Cardinal Secretary of State in Rome to the Papal Nuncio in Paris, and if so, whether the Government will lay a Copy of it upon the Table of the House?
