said, he wished to ask the Secretary of State for the Home Department if provision can he made for rests for porters and others carrying heavy burdens on or near the great lines of public thoroughfare, in place and in addition to those removed?

said, he was afraid he could give the hon. Gentleman no satisfactory answer to his question, as neither the Secretary of State nor the Commissioners of Police had any authority with respect to the point to which it related.
