§ MR. CARDWELLSir, no change will be made in the system of education in Ireland without giving the House an opportunity of expressing an opinion upon it. The hon. Member is of course aware that the system of National Education in Ireland is not regulated by statute, and that there is no probability of the necessity for any legislation on the subject.
