§ SIR JOHN PAKINGTONSir, I wish to put to the noble Lord the Secretary for Foreign Affairs a question of which I have not given notice, but which, no doubt, he will be prepared to answer. That question is, Whether he has yet received those Despatches from China which he stated to the House some short time since he expected to arrive; and, secondly, whether he is now prepared to say how soon he will be able to fnlfil the promise which he then gave of making a statement to the House with respect to the views of the Government in relation to their Chinese policy?
