MAJOR STUART KNOXsaid, he rose to ask Mr. Chancellor of the Exchequer whether, under the proposed change, Foreign Wine and Spirits will be allowed to be bonded in inland towns, and, if so, whether the Duties will then be collected by the Excise?
§ THE CHANCELLOR OF THE EXCHEQUERsaid, he feared, from the terms of the question, that the hon. and gallant Gentleman must be labouring under a misapprehension in supposing that the Government had it in contemplation to establish a system of bonding in every inland town. If such an impression did exist, the sooner it was dispelled the better, for he was not aware of any such intention. He apprehended that wherever inland bonding was allowed, foreign wine and spirits might be bonded; but no plan had been brought under his notice for rendering such a system general; and, indeed, he feared that if attempted it would be found impracticable. It was not intended to have the duties on foreign spirits, or any part of them, collected by the Excise.
