HC Deb 14 February 1860 vol 156 c1036
MR. EDWIN JAMES

said, he rose to ask the Secretary of State for Foreign Affairs, to what period he intends to postpone the introduction of the Bill for Reform of the Representation of the People in Parliament.

LORD JOHN RUSSELL

In answer to that question I beg to state that I propose to take the ballot on Thursday, and if I am successful in getting a pretty high place in the Paper I propose to bring in the Bill on Thursday, the 1st of March, which is a day not inauspicious for the introduction of a Bill on this subject. If I am not successful I shall ask leave to introduce it on Friday, the 2nd, or Monday, the 5th of March.
