Sir, it would be difficult for me, within the limits of an ordinary reply, to give to the question of my right hon. Friend the answer which its importance deserves. If he will permit me, I would simply say that Her Majesty's Government have in preparation a measure on the subjects of Harbours of Refuge, and my right hon. Friend, the President of the Board of Trade will take as early an opportunity of explaining their views in regard to it as the pressure of other parts of public business will permit.
