§ THE LORD ADVOCATEsaid, the Bill was only intended to be in force for a year, to enable the proceedings that were going on under the old Act to be completed. Next Session he intended to bring in a Bill to place the management of the prisons of Scotland on an entirely new footing. But it was absolutely necessary, in order to enable some money to be raised, to proceed with this Bill.
