MR. DILLWYN

said, he regretted to find that he was compelled to postpone the Motion for the second reading of this Bill. No other course, however, was open to him, in consequence of the length to which the debate on the Representation of the People Bill had extended—a length which was, he believed, in a great measure owing to the fact that hon. Members were, as had been stated by an hon. Gentleman opposite, addressing themselves not so much to the House as to their constituents.

Second Reading deferred till Tuesday, 12th April.
