having moved the second reading of this Bill,

said, he should like to come to some understanding with the hon. Gentleman who had charge of this Bill. It was not his intention to oppose the Bill at the present stage, but the Government intended to introduce one of their own; and he hoped the hon. and learned Gentleman would not press this Bill to a further stage till the Government Bill was introduced and placed in a position where the two Bills could be put side by side, and compared together.

thought the Government proposition a reasonable one, and if the Bill was read a second time now he would not move the Committee for a fortnight.
