MR. SEYMOUR FITZGERALDsaid, that the Papers had been moved for in "another place," and that when obtained they would also be laid upon the Table of that House. Those Papers would include the instructions given in 1858 to the Commanders of our cruisers, with respect to the treatment of suspected vessels bearing the American flag.
