§ THE CHANCELLOR OF THE EXCHEQUERsaid, he doubted whether the Bill in its present shape ought to pass. At present there was nothing to prevent locomotives passing on the public roads. The present Bill brought the matter under the cognizance of the Legislature, so that, in case any accident should arise, the Government ought not to be blamed.
