Member was not in his place on a former occasion when I had to make a short statement to the House on the business of the Session, and I then took occasion to observe, and I now repeat that, considering the advanced period of the year and the probable duration of the Session, it was not the intention of the Government to propose any measure to amend the representation of the people this Session.
