§ MR. HENLEYsaid, there was no doubt a geat deal in that report well worthy of consideration, but the Government had not thought it desirable to introduce any measure solely on that report. If any legislation concerning railways should take place it would then be their duty to consider whether those valuable suggestions could not be embodied in the measure.
