WALPOLEsaid, the question was rather an unusual one, but, as far as the Government were concerned, if an opportunity were given them of stating fully the course which they thought ought to be taken with reference to this question (and he had given notice of his intention to make that statement on Friday week), they would offer no opposition to the introduction of the hon. Baronet's Bill. This, however, would be on the understanding that the second reading would not be proceeded with until after the Government had had an opportunity of making known their own views and proposals on the subject.
