SIDNEY HERBERTsaid, that acting in accordance with what he had stated some time ago, he had thought that the men themselves would be far better judges which knapsack it would be most convenient for them to carry than any Board of General or Medical Officers could be. He had, therefore, ordered a number of Berrington's knapsacks, as well as some of the knapsacks invented by Colonel Spiller, to be served out to the companies of certain Regiments, with a view to their being tested by practical experiment.
