§ SIR HENRY WILLOUGHBYsaid, he wished to ask whether the sum of £150,000 voted for the Gibraltar telegraph cable was so appropriated as that it could not be applied to any other purpose.
§ THE CHANCELLOR OF THE EXCHEQUERstated that it was not in the power of the Government to apply any portion of Votes for Miscellaneous or Civil Service Estimates to any purposes but those for which they were specifically granted.
