§ SIR STAFFORD NORTHCOTEreplied, that memorials from the Grand Juries of some of the Counties referred to, pray- 1301 ing that the payments should be spread over a longer term than five years, had been received at the Treasury, and remitted to the Irish Board of Works for their report. The Treasury, he apprehended, had no power to grant any extension of time without vitiating the whole of the transaction.
