said, there was one clause in the measure requiring licensed victuallers to entertain troops billeted upon them, which he thought was most objectionable, as injurious to the morals and discipline of the army, and he hoped that before the Mutiny Bill was introduced next year the Secretary for War would direct his attention to this subject.
