SIR HENRY WILLOUGHBY

said, he had, on a former occasion, asked the right hon. Gentleman the Chancellor of the Exchequer whether it was his intention to make any change in the form of Exchequer Bills by attaching coupons to them. He received a reply that the matter was under consideration. He now wished to call attention to another point—that of the Indian debentures. A great number of these debentures might probably be issued, and the inconvenience arising from holders being obliged to carry the security bodily with them when going to receive interest was very great. He hoped the right hon. Gentleman would consider this matter also.
