§ MR. G. A. HAMILTONreplied, that Mr. Howard's answer was not founded on the opinion of the Law Officers of the Crown. The provisions of the Act relating to the subject of the Memorial appeared so clear that it was not deemed necessary to take the opinion of the Law Officers of the Crown upon them.
