§ MR. WHITESIDE, in moving that this Bill be read a second time, said it consolidated and amended the law with regard to juries. It made partial juries impossible, converted the sheriff from a judicial into a ministerial officer, and compelled him to go through the book in regular order, giving gentlemen who had served a certificate to that effect, and not calling upon them again till others had taken share of duty.
