said, he would beg to ask the Secretary to the Treasury whether there is any difference between the case of waste cuttings of Envelopes and those of Writing Paper, which make it right that a drawback should be given to the former and not to the latter; and, if so, what is that difference?

MR. G. A. HAMILTON

said, the peculiar shape of the waste cuttings of Envelopes enabled the excise officers to know whether the duty had been paid, and therefore a drawback could be allowed; but as re- garded ordinary paper it was not possible for the officers to know whether the duty had been paid or not.
