§ LORD ELCHOsaid, he wished to ask the First Commissioner of Works, whether, as he has announced his intention of causing a full-sized model of the Wellington Monument to be made by Mr. Stevens, and placed on the proposed site before anything is finally decided, he will give the public an opportunity of viewing the work of any other sculptor who may be willing, on his own responsibility, to make a design and full-sized model of the monument.
