§ MR. MOWBRAY, in moving the Second Reading of this Bill, said the object of it was to enable Committees, if they 2139 thought fit, to administer oaths to witnesses, and also to enable witnesses to be sworn before Committees of the House of Lords, instead of being sworn at the bar of the House.
