said, he wished to ask the Lord Advocate whether it is his intention to introduce a measure for the improvement of the Scotch Universities during the present Session. The Lord Advocate would, perhaps, at the same time inform him when it is likely that the Report of the Commission of Inquiry into the state of the University of Aberdeen will be laid upon the table.

Sir, the subject of University Reform in Scotland has been under my consideration for some time. I have, in fact, prepared the outline of a measure upon that subject for the purpose of submitting it to the Government, and I hope to be able to introduce a measure during the present Session with regard to it. The Report of the Commission is ready, and I shall lay it on the table without delay.
