§ LORD JOHN RUSSELLsaid, he wished to know whether the Government had any objection to referring the measure to a Select Committee?
§ SIR GEORGE GREYsaid, he believed that there was no opposition to the second reading of the Bill. After it had passed that stage, he proposed to refer it to a Select Committee. As the measure was a public one, it would have to be committed in the whole House after it came up from the Select Committee.
