THE CHANCELLOR OF THE EXCHEQUERI should be sorry to say that Her Majesty's Government do not intend to take any stops on this subject during the present Session; but it is not in my power to state specifically what measures they may propose. The matter is one which for many reasons cannot be long neglected; but I cannot at present submit any specific proposition to the House.
