THE CHANCELLOR OF THE EXCHEQUERsaid, that it had been his intention to move that this Bill be read a second time pro formâ in order to its committal; but as he understood there were some objections to this course, and as he had some Amendments to propose, he should withdraw the Bill, and introduce another, which would be read a first time then, and would be read a second time after the holidays.
