§ VISCOUNT PALMERSTONI can only repeat the statement which I made on this subject on a former occasion—namely, that Her Majesty's Government have the matter under their consideration, and that we are not without hope of being able in the present Session to introduce a measure which will be satisfactory to the parties concerned. But I cannot give any more definite answer to the question at the present moment.
