MR. WILSONsaid, he was very anxious to bring in a Bill on this subject, but as it was likely to give rise to some discussion, it was very undesirable that it should be introduced at an unseasonable hour. He should have wished to bring in the Bill 444 that evening, but the crowded state of the notice paper rendered it improbable that he could do so before midnight, and he was afraid that hon. Members would object to its being proceeded with at so late an hour.
