§ MR. HORSMANsaid, that last year the Government had introduced a Bill on the subject of reformatories in Ireland which not proving acceptable to the Irish Members, was accordingly withdrawn. There was no reason to suppose that another Bill would be more acceptable, and the Government were of opinion that it would be better to wait and see what improvements were made in the law of England, and then to introduce a Bill for Ireland.
