Order for the consideration of the Bill as amended read.

MR. CAIRD

moved the omission from Clause 12 of the words "or suspected," upon the ground that the clause, as it stood, would confer upon constables powers of a more arbitrary nature than it was desirable they should possess.

Amendment proposed, in Clause 12, line 14, to leave out the words "or suspected."

THE LORD ADVOCATE

objected to the Amendment.

Question put, "That the words 'or suspected,' stand part of the Bill."

The House divided:—Ayes 31; Noes 10: Majority 21.
