§ MR. BARROWexpressed his satisfaction at the withdrawal of the original measure, but strongly objected to the practice of introducing important Bills without due notice being given to the House, and of placing them among the Orders of the Day, when there was no serious intention of proceeding with them. Somewhere about two years ago he moved for a return connected with the operation of the Poor Law, but it had not yet been produced, and only a few days ago he was informed that it would not be ready for some time. He hoped the House would not consent to read No. 2 Bill a second time until that return had been laid on the table.
