Order for resuming Adjourned Debate on Second Reading (18th June) read.

MR. NAPIER

said, that it was not his intention, under the cirmstances, to proceed with the debate, but he hoped the right hon. Gentleman the Secretary for Ireland would give him some assurance that a remedy would be applied to prevent a recurrence of the gross fabrication of claims to vote which had taken place. He should, therefore, move that the Order for the Second Reading be discharged.

MR. HORSMAN

said, he would have been prepared, if the Bill had been proceeded with, to enter into a full discussion of all its provisions, and to state in what respect the law was capable of amendment; but he could not do so now. He might state, however, that he had been in communication with the Poor Law Commissioners; that all the defects of the law had been under the consideration of the Government; and that they would probably take steps during the recess for the purpose of remedying those defects in the next Session of Parliament.
