THE CHANCELLOR OF THE EXCHEQUERsaid, he should not. He had changed his mind as to the course he should pursue. Instead of moving that the Bill be referred to a Select Committee, he intended to move for the appointment of a Select Committee to inquire into the whole subject, and afterwards move that the Bill be referred to that Committee. He would probably make the Motion tomorrow.
