On Motion that the Bill do pass,

ADMIRAL JONES moved, that the following proviso be added to clause A:— Provided always, That nothing herein contained shall be construed to alter or repeal the provisions of an Act passed in the 11th & 12th years of the reign of Her Majesty, intituled 'An Act to amend the Laws relating to the Warehousing of British Spirits.'

THE CHANCELLOR OF THE EXCHEQUER

said, he must oppose the Motion. If spirits were delivered for consumption in Ireland, the whole of the duty would be payable in that country; but if removed from one bonded warehouse in Ireland to another in England, then the whole of the duty might be paid in England. He believed that the Bill as it stood was consistent with the object which the proviso of the hon. and gallant Member sought to accomplish.

MR. GROGAN

said, that the only question was whether the words in clause A were in accordance with that object. He did not think they were.

Question put, "That those words be there inserted."

The House divided:—Ayes 28; Noes 56: Majority 28.

Bill passed.
