said, he wished to offer an explanation of a statement he had made on Friday, relative to a notice of a question given to him by the hon. Member for Chester (Mr. O. Stanley). He had on Saturday found among his papers a copy of the question in the terms in which the hon. Member stated that he had furnished it to him. He presumed that he had received the question at a time when he was engaged, had put it aside at the moment, and afterwards lost sight of it.
