MR. COWPERsaid, he had to ask for a vote not exceeding 1,615,600l. on account of the Excess of Naval Expenditure for the year ending the 31st of March, 1855; and said, that as it had been agreed that there should be no discussion at present, he would leave such explanations as the House might require to be given by his right hon. Friend the First Lord of the Admiralty when he moved the Navy Estimates on Friday week. The total amount of the excess estimate was 1,938,104l., and the Government now asked for 1,615,600l. of that sum.
