§ LORD J. RUSSELLsaid, it was not the intention of Her Majesty's Government to introduce any Bill on the subject. His hon. Friend the Member for Kilmarnock (Mr. Bouverie) had given notice of a Motion which would bring the subject under the consideration of the House.
