asked the noble Lord if he was able to promise that a searching inquiry should be made by the proper department into the conduct of all parties connected with the farming out of pauper children at the establishment in Tooting?

The whole subject is under the consideration of the Secretary of State for the Home Department, and of the President of the Poor Law Commission. I cannot precisely answer the question of the hon. and gallant Member; but I can assure him that both my right hon. Friend and the President of the Poor Law Commission are anxious for the fullest inquiry, in order that the dreadful scenes that have lately occurred at Tooting shall be prevented in future.
