MR. URQUHART would take that opportunity of enabling the noble Lord (Lord Palmerston) to contradict two rumours which were rife in foreign countries. One of these rumours was, that an offensive and defensive treaty had been agreed upon, or was on the point of being concluded, between Russia and Turkey, during the absence of Sir Stratford Canning; and the other rumour was, that Sir Stratford Canning had been instructed to bring about such a treaty.

VISCOUNT PALMERSTON stated that Her Majesty's Government had no knowledge of any such treaty as was referred to by the hon. Gentleman being concluded between Russia and Turkey, and certainly no instructions had been given to Sir Stratford Canning to further such a treaty.
