§ MR. BRIGHT begged to ask the right hon. Gentleman the Chancellor of the Exchequer whether it had come to the knowledge of Her Majesty's Government that a Bill was under the consideration of the American Legislature, having for its object the establishment of a retaliatory system of increased postage so long as this country retained its present postal regulations?
§ The CHANCELLOR OF THE EXCHEQUER had received information somewhat to the effect stated by the hon. Member; but he thought the hon. Gentleman was mistaken on one point, for he conceived this could not be regarded as a retaliatory measure, as the effect of any law the United States Legislature might pass would be to impose a higher rate of postage upon American citizens, and would affect them much more than the people of this country.
