wished to know from the noble Lord at the head of the Government, who had been appointed Head Commissioner of the New Poor Law; what was the date of his appointment; and who were responsible for the operations of the Commission up to the date of his appointment?

LORD JOHN RUSSELL

said, that no appointment of Chief Commissioner had yet taken place; and by an Order in Council, made by Her Majesty, the Commissioners under the former Act were responsible for the administration of the Poor Law.
